| This campaign waited to announce until after a September filing for one reason and one reason only - to avoid media nonsense over non-issue fund raising that distorts legitimate visions of where our nation must position itself among 190 nations attempting to emulate American life styles and prosperity. | ||
| Global positioning isn't just finding your way from automated satellite instructions. It is accepting responsibility to lead, assist, and influence others to responsibly create wealth and happiness. When everyone takes that iniative, government can help secure, protect, and nurture common sense resolve benefitting each and everyone inhabiting this planet. | ||
| Volunteers have equal stake in this vision and some will be looked upon as leaders, others will support, and all will become part of the team to grow our Union within these United States into self sufficient communities. A homeland that can set a standard for responsible people to flourish and attain that happiness we were promised we could pursue. | ||

Organization |

This campaign is planning to structure itself as a national team that can provide guidance to state organized PAC's (Political Action Committees). PAC's should be organized by volunteers to obtain ultimate effectiveness. These PAC's should be capable of raising local monies in accordance with Federal Election Commission guidelines, and to mange their assets using available resources through our website. They will be independent organizations, thus have total control over their fund raising, assets, expenditures, and media contact. Necessary services and staffers can be funded from reported contributions (under $200 is unreportable, over and up to $2,000 requires employment / affiliation and accumulated contribution history, in-kind services and assets must be reported). PAC's can be filed at State Election Commissions, Boards, or through Party affiliations and must follow FEC law. |

Campaign manager |

A national campaign manager is required for filing. Qualifications necesary require directing other volunteers in essential administrative coordination of 50 state organizations to assure ballot positioning. An understanding of fund raising for meeting projected budget is priority. Concerns: efficient travel arrangements, scheduling contingencies, and identifying and recruiting support staffers. This activity will conclude by organizing a transition team in November 2008 and Inaugural events for week of January 18-24, 2009. Financial specialist |

Fund raising is a key element of running campaigns. Top priority is keeping FEC required reports timely and accurate. In this effort frugality, prudence, and strategic planning to meet financial needs of operation and strategic media will be key. |

Media specialist |

Keeping track of media requests for information and issuing accreditation to legitimate reporters; and access to national media outlets will be key responsibilities. This will include placing and/or buying 10 sec television tags and radio announcements approved by Campaign manager and candidate as well as monitoring publications and sound/video bites in 750 markets. Briefings will be scheduled in credible venues and questions restricted to subject topics. Most importantly is to keep all discussions positive and "on-message". |

Internet specialist |

New media will be explored, but not exploited beyond our official sites as approved and authorized by Campaign Manager, Media Specialist, and Candidate. Emails, chat room, and blogs will be monitored for submissions, clarifying positions or reiterating published policy statements. There will be no disclosure of personal information other than that available thru GZarwell.us or required by FEC and no confirmation of other than substance worthy of media awareness. Briefings and reprints will be available on our official websites. Important will be lack of declaring war on others' messages. |

Scheduler |

A necessary evil will be scheduling events requiring appearances with other Republican Statewide candidates, local & national media, and constituents with priority to helping those volunteer PAC's achieve their goals to secure enough votes in each state to reach our goal (a Republican President & Congress) in 2009. |

Personal assistants |

Inevitably, assistants for families of both our Presidential and Vice Presidential candidates will be necessary to keep schedules and personal appearances in timely or nearly timely basis. Tasks will involve management of private and public access plus financial requirements to meet those obligations to reach our goal on January 20, 2009. |

Many volunteers will be needed and some with some financial assistance to accomplish our mission. These positions will be identified and filled as necessary. |
